Some state lawmakers are working to strengthen property owners' rights against inappropriate uses of eminent domain.
Gov. Rick Perry is calling for a Texas Constitutional amendment which would clearly define "public use." That's the concept that allows the government to seize private property. Some lawmakers say that would force authorities to be more selective about when to use eminent domain.
