A sharp rise in gang activity from 2007 to 2008 is what’s sending a clear message to members of the Austin Police Department.
Assistant Chief David Carter says his report lists gang activity between 2007 and 2008 has increased 65%.
“That clearly is a cause for alarm,” he said.
