Senate Bill 383, which would deposit $200 million per year from motor vehicle sales-and-use taxes into the Texas Rail Relocation and Improvement Fund, has been filed by Sen. John Carona of Dallas.
The fund, approved by voters in 2005, currently has no dedicated funding for rail projects.
The fund was designed to finance the relocation of potentially dangerous freight rail lines in densely populated urban areas, as well as to improve or add capacity to lines. By relocating such lines it could open the door for regional and commuter rail lines that could vastly improve the state’s transportation network, advocates say.
