The embattled Pedernales Electric Cooperative board, conducting its monthly meeting Monday before a largely angry crowd of about 50 people, took new steps that could give co-op members a more meaningful say in the insular utility's operations.
Those steps, however, were well short of what some audience members were seeking: resignations from the entire board.
